The Brain Drain

Takaki mentioned something about the problem of a "brain drain" in the Philippines following their immigration to the states.  My father also told about this particular phrase when describing some relatives we have in Hong Kong.  Basically, China has been worried about such a brain drain happening to the Hong Kong district, and the problem dates back all the way to change of command where Hong Kong was dismissed from the United Kingdom into the nation of China.  This takeover had my relatives very nervous, but they have certain leverage in case the Chinese ever tried to close in and control Hong Kong by force.  This leverage is a British passport, something Chinese citizens do not have.

While China remains in control of Hong Kong, the citizens still retain British citizenship that can get them into almost any nation in the world.  China also realizes this and has been extremely careful about what it does with Hong Kong, especially regarding control and indoctrination.  Perhaps now with China's booming economy it is not as concerned about a loss of Hong Kong professionals, but back a few years ago and during the turnover of control to the Chinese, Hong Kong citizens like my relatives have always kept their baggage and passport ready just in case issues with China arise.
